TF30172: Permissions error when creating a TFS 2012 Team Project

In order to create a TFS 2012 project, you must use VS 2012 otherwise you’ll get a permissions error.  The error is not very clear and you may spend some time trying to figure out your permissions problem.  So switch over to VS 2012 and you should be good to go.  Once the Team Project is created you can connect to it from VS 2010.
